On March 20 – 22 2016, the 17th Congress of the African Lotteries Association took place in Casablanca, Marocco. Philippe Vlaemminck talked on the necessity for a forward-looking legal framework to support the transformation of the lottery sector in Africa.

Philippe Vlaemminck discussed existing legal frameworks in different African countries including Burkina Faso, Ghana, Ivory Coast, Kenya, Lesotho, Liberia, Malawi, Mali, Morocco, Nigeria, Senegal, South Africa, Tanzania, Uganda and Zimbabwe.

He talked about the typology of the games, monopoly models, taxation, concession fees and competitive environment and concluded that a strong jurisdictional framework helps to achieve change and growth in the lottery sector in Africa.
